[arm-allstar] ASL/HamVoIP base version

David,

Currently there isn't much movement toward a version of asterisk past the
1.4 series. On my part, there are not enough hours in the day.  The
current code does work (obviously) and in the way asterisk is used for
AllStar mitigates many of the possible security concerns.

There is/was an effort to port app_rpt / AllStar forward to version 1.8.x
and I believe some developers with the ASL team were working toward a
1.8.x release. However, I've heard nothing really mentioned about that
project in a long time. There was some early code on github.

I agree there are features provided in recent Asterisk versions which are
desirable, looking forward (like IPv6). In reality, making a leap forward 
would require a re-write from the ground up.

For anyone considering this task, there is one thing I ask!!  Please add 
version numbers on the internal API's and the IAX protocol 
customizations!!! ....So, different versions of this code can attempt to 
communicate together!
