[arm-allstar] Pi 4 Will not complete first boot.

Hello everyone,

Having trouble with booting the image on a Pi 4, bought the 4GB model, and
wanted to test Pi4's performance.

Thats the link I used, SHA1 Checksum checked out after decompressing
Brand new 32GB SD card, rewrote image 2x no change stuck on the colorful
boot screen. What normally displays and disappears in a second or so...

Wrote Raspbian image, works fine same SD card... boots to desktop without
issues.

What I was hoping to get was better TTS performance... any ideas what might
be wrong?
