Kippy,

I used an older pair of FT-2800M's to build my VHF machine.
With the help of another ham, we found via the schematic a signal that 
works like COS.
Emacs!

This signal (circled in red) goes low from 5VDC when the radio unsquelches 
(from squelch or RX PL).
It triggers the COS line on the interface just fine.

1 radio + Alstar and you have what you need.
