[arm-allstar] allstar irlp not connecting

Must perform all the steps outlined in the How-to document.

registered for 'irlp'     I get this when I attempt a connect via CLI.

 

Also:     udp/tcp not working outbound on ports 873   8873   10000   15425
15426   15427.   I get this when I run the troublshoot script
