[arm-allstar] DDNS client on Pi running Hamvoip

I have not used that program, but noip.com has a very useful one that works
well on HamVoip.  Several I know use it and love it.  They didn't do the
free plan, (30 day confirmations) the lowest paid one and have had no
issues for several months with it.

Just a suggestion.
