[arm-allstar] send up to 10 streams with outstreamcmd

Almost a month later, I've finally gotten around to implementing this, 
or trying to, anyway.

I compiled ntpee on a Debian 9 AMD64 system running my ASL node.

In /etc/rpt.conf under the node stanza, I have:

outstreamcmd=/usr/local/bin/nptee,pipe1,pipe2

/tmp/outsound/pipe1 and /tmp/outsound/pipe2 now exist. Both are 0 bytes.

Then I launch:

lame --preset cbr 64 -r -m m -s 8 --bitwidth 16 /tmp/outsound/pipe2 - 
2>/tmp/status

Estream says:

ezstream: Streaming from standard input

ezstream: No (more) data available on standard input

which I suppose is expected if there is no PCM data coming into the 
pipe, which is what is going on by the looks of it.

Did I break something obvious in this configuration?
