[arm-allstar] Connect disconnect tones

I suspect what you want is in the telemdefault parameter in rpt.conf. 
You most likely want to change

telemdefault = 0

to

telemdefault = 1

if you want to receive telemetry all the time for connects and 
disconnects, or

telemdefault = 2

for only your telemetry, and messages for one minute afterward.
