[arm-allstar] rpt_extnodes

This has become more of an issue with new built nodes. My nodes I've had running for offer 5 year running private node numbers work fine and connect to each other. 
However my newly built node 42838/1802 has a problem connecting with each other on the same pi. 
All setting in rpt.conf have been double checked as well extensions.conf.
The parameters in both the files match the private nodes I have running with no issues.
Still pulling my hair out on this one.

I can't get my private node to connect to my other private node when I am
using my hotspot.  I connect tosystem from my hotspot that is a private
node.  When I read the rpt_extnodes I see the node I am able to connect
to.  If I add my node to that file I can connect.  The trouble is that file
is obviously generated after reboots and all I see is the systems nodes
that says the file was generate April of 2018.

How is this file generated and how is it updated.
