[arm-allstar] One node can connect to destination, another cannot

I had a similar problem with a new hamvoip installation, with the same
sort of non-info in logs. When I reordered the codecs in iax.conf, that
fixed everything.
For some reason, ulaw was the forth option from the top, and I couldn't
connect to a bunch of nodes, including the east coast reflector.
This is the order in my iax.conf under [general]:
disallow=all
allow=ulaw
allow=g726aal2
allow=ilbc
;allow=gsm
Maybe this will help.
