[arm-allstar] Unused GPIO Pin

Tom,

 There was an early howto on this and the SW is already in /usr/local/sbin

https://hamvoip.org/hamradio/RPi2_halt_switch/

To turn it on there is a configuration switch in /usr/local/etc/allstar.env
and all you need is the switch.

If you want to do it yourself and you are ot using any of the GPIO ports
for anything else then you can use any of them.
