[arm-allstar] remote node connect OK; using local repeater freq. has problems

We have a local who has moved from the NW to AZ with his Allstar node 
using updated hamvoip software. My intent is to include him in the local 
FM morning round-robins.

My node radio is a BF-82. One of the programmed memories is the local 
VHF FM repeater with offset and "PL" tone, a courtesy tone and hangtime. 
I can link to his node and then switch frequency on the node radio to 
the local repeater. I have the idea that I can use my HT to talk to the 
local repeater as others do, and my BF-82 will receive the repeater 
output and transmit to the AZ node.

What happens is that the local repeater is held open Tx, which of course 
causes concern by all, especially me. The following rpt.conf parameters 
are supplied if anyone cares to make suggestions, munged with
