Brad,

 What specific commands do not work?

On the sip issue you can delay boot of Asterisk Allstar in the
/usr/local/etc/allstar.env file

# defines the start delay prior to staring asterisk
export START_DELAY=0

Change the delay value to maybe 10 for 10 seconds and reboot and see if it
helps.
