[arm-allstar] Auto-congesting call due to slow response, then connection failed

Marty,

 I have no problem connecting to that node - 29103 here. See below. I would
guess that either there is a path problem or he possibly has a blacklist
blocking your node. If you know the person get a hold of them and see what
might be wrong. Since I can connect from here it is not a port forwarding
problem at the 29103 end.
