[arm-allstar] link radios for an allstar node

Some radios dont like to go under certain tx pwr,,
My Pheonix at 20 watts gets so hot and at 35 it stay way cooler but need a fan .

they produce spurious for example,,Ge Master 2 PA are known for that.

The first was a 25 watt Radius reduced to 15 watts, which lasted 7 years
then gave up.  The 2nd was a Maxtrac 45 watt reduced to 20 watts which
lasted another 5 years.  Both were fan cooled.  I also have other 440 & 900
Maxtracs which continue to work.  Not exactly sure what fried the final
PA.  A friend suggested removing the PA and running on the 2 watt driver
only.  I'm going to try that when I get a chance.
