[arm-allstar] Reboot after few minutes

Hi Dennis,

I use the 5V3A epoxy filled, rectangular DC-DC converters too.  In
general, that's plenty of power and they work great. I purchase the leaded
version and solder the leads directly to the RPi3b PC boards. This results
in virtually no detectable voltage drop.  All my installations were setup
this way (over a dozen).

Now for the serious down side. Over the last 2 years, I've had a couple of
these DC-DC converters fail.  Doug and George have even seen even more
failures. There is also significant variation in "quality" with devices
from different sources. Not good.

Just like Doug & George, I've now also switched to using non-potted
variety of DC-DC converters for most new installations or for replacements. 
I also use boards similar to those from Amazon, below. I've had none of 
these boards fail, so far.

Applicable morals here:

....Live and learn.

....Don't let a bulk manufacturer hide poor build quality in an epoxy 
blob!
