[arm-allstar] Replaced Repeater Controller/ Node with new Pi 3B+

Is sip running?  see modules.conf, by default it is not loaded. Have you
setup a sip account for voip.ms in sip.conf? Is voipms registered in sip?
'sip show registry' or 'sip show channels' in Asterisk client.
