[arm-allstar] Pi4B Release

The Pi4B has been released and may be available in limited quantities at
retailers soon. This is a tremendous step up in performance and features
BUT for the average Pi user running Allstar there is no need to update to
this board and at the moment it is not supported by hamvoip software.
Support of this board will require a kernel update which will be available
in the future. Primary uses for this new board would be in desktop
applications. I suspect the Pi3B+ will be available for quite awhile and
maybe even at discounted prices once the 4B is widely available. For more
