[arm-allstar] EchoLink/connected Nodes behaviour when Autopatch to PSTN used

Thanks Doug,
The audio goes out OK just connected nodes go into permanent tx and
echolink users get permanent RX as soon as the autopatch function is
invoked.

I will try some different options in the meantime while I wait.
