[arm-allstar] Voice ID on a Node

Ed,
In the setup the question is asked "Do oyu want a voice ID" If you say no
it is CW, if you say yes it uses your call. You can also do this manually
in rpt.conf using the idrecording directive which points to a file with
voice call info. This is also described in the test to speech howto at
hamvoip.org
