[arm-allstar] UV-82 No audio/DTMF input

Dave,
This is classic level problems. You can't just blindly turn boost off and
on. It greatly effects the RX level. After changing rxboost you have to use
item 2 RX level to make sure the level is correct. It should kick up to
5Khz. Also PRE and DE emphasis should be disabled.
