[arm-allstar] IRLP and Misc Scripts update

George,

 No they do not but keep in mind that you need an IRLP key to use it and
this has to be done through the IRLP site and probably involves buying
something. If you already have a working IRLP system - Pi or PC and you
have a key then moving it over to an integrated package with your Allstar
server is done by following the howto.
