[arm-allstar] IRLP and Misc Scripts update

Do any of the changes affect the IRLP how-to? That is about next on my list to work on?

worked in 2B and 3B Pi's but due to a possible kernel bug is not working
correctly in the 3B+.  It will be returned to operation as soon as this is
corrected.


Use the ADMIN menu item 1 to update.
