[arm-allstar] Lock Up on USB power reset

I have a node that when you do a USB power reset on the admin menu, the
node locks up on SSH and a blue background displayed, then no response
until a cold boot.

I only came across this when the sound stopped after a courtesy tone change
in rpt.conf . After a asterisk restart, I had no RX or TX from the node
radio seen by the Pi.  I did a usb power recycle and everything was fine
until it locked again.  On the 2nd attempt to reset the USB power, it locks.

Any ideas?
