[arm-allstar] text messages being received consistently from connected SIP phone

I have a Cisco SPA525G peered up to my HamVOIP install so I can dial into
my node and listen to anything I may have connected at that time. I usually
will stay connected up to a friend's node on his repeater in local monitor
only mode (ilink,18).

I am seeing these come in about every 8-10 seconds or so while connected. I
seem to vaguely remember chasing this issue once before, but I dont think I
was able to ever solve it, and if memory serves correctly, I think there
was a function in app_rpt.c that did exhibited this behavior by default
with no configuration possible, but I don't recall the details, if any.

Is there any way to prevent this from happening? If not, a configurable
feature would be on the wishlist if feasible.
