Danny,
Several ways to do this.  One way, in the rpt.conf file, would be to setup 
something like:
[1234]  ; Node 1234
events=events1234
[events1234]
touch /tmp/RPT_TXKEYED1234 = s|t|RPT_TXKEYED
rm -f /tmp/RPT_TXKEYED1234 = s|f|RPT_TXKEYED
....So, if the /tmp/RPT_TXKEYED1234 file is present, the PTT is keyed.
