[arm-allstar] control states question

The cop command 14 changes states as defined by number assignment in the
control states stanza in rpt.conf.  See the functions hotow at hamvoip.org

Each state has a COP command but also mnemonics that can be assigned to a
number that would change a group with one COP command.
