Jason did you get this resolved?

If not and things are as you say. As long as each node is defined in 
rpt.conf and the [nodes] section for each NODE includes the opposite 
info for each Radio route in each-others [nodes] list with the proper IP 
and port used included.

example
12345 = radio at 192.168.4.100:4569/12345,NONE

verify iax.con contains the proper bindport you've chosen to use.

I'd suggest you look for a fat fingering of the data entered.
Most common, something like a comma versus period or semi-colon vs colon.
