[arm-allstar] node callsign script

There is currently no way to change the connect message from node numbers
or calls. Theoretically you could add any sound file to every node number
in /var/lib/asterisk/sounds/rpt/nodenames BUT it would still say node
connected to node or call connected to call. The node or call would be
whatever you added. It really would not make much sense to say anything but
node or call there.

Honestly other then for special applications I have no idea why anyone
would have connect/disconnect messages turned on for Allstar or Echolink.
It is just noise you don't need. When someone comes online and assuming
they want to talk they should identify themselves just like they would do
on a repeater coming in RF. Just because something is there does not mean
you need to use it. Setting telemdefault=2 which is the default is best as
it says your own connects and disconnects and after a short timeout no
others. Most people do not want to hear all the noise! Who really cares who
is connected or not.
