[arm-allstar] Survey question about saytime

I have it as a tail message as well but I also wanted it to play on the hour regardless. So I added it to the end of the playtime script.

Larry,

 That seems kind of strange you only play the alert on the hour? It is suppose to be a tail message and come out when it happens or closely thereafter.

I am curious if anyone has an objection about removing the O'clock when the
time is said.

Right now it says  "The Time is 6 O'clock PM"

I propose  "The time is 6 PM"

If anyone has an objection let me know otherwise I will remove the O'clock
for the next update.
