[arm-allstar] Echolink "Un-authorized" connection messages

There’s no way to increase the connect before timing out period or anything
like that? I feel like that would help it a lot. Yes, it’s a rare
occurance, but an annoying one.
Nobody did answer my other question on rtcptimeout, by the way.
