[arm-allstar] Node not in data base

Yes, https://web-tpa.allstarlink.org/ is back up now. However, the 
astdb.txt file still can't be retrieved. This file provides the info for 
the "Node Information" column in Supermon and Allmon. Without this data, 
a default value of "Node not in Database" is displayed.
