[arm-allstar] Using Allstar as a digital voter system

Puget Sound Repeater Group implemented an Allstar/RTCM voting system in
2018.

Its been very successful.  We are currently running 5 receivers and have
had up to 7 online at a time without issues.
Voters are running on Raspberry Pi's which are just coasting.  There is no
load issue.
