[arm-allstar] Using Allstar as a digital voter system

That would be the purpose of the linked 440 repeaters, our club has used
the same frequency and PL for years, and a voter system would not only be
cool to tinker with, but alleviate the issue of trying to remember which PL
goes where. Yes, that method would be a lot cheaper (crossband repeating
radios and dual band antennas) but I’m all for changing the game. A voter
system would be a lot cooler to work on, we’re planning on building a
regional point-to-point network along with a link to a DMR system that does
the same thing.
