[arm-allstar] Using Allstar as a digital voter system

Yes, I've seen this XIPAR feature mentioned in years past.  Has anyone out
there ever used it? If so, how did it work?

For basic RX voting, the sophistication of an RTCM (w/GPS) shouldn't
really be needed---the timing available from Linux should be more than
adequate, realistically the timing quality being limited by the 48KHz
sampling rate of the sound fobs....So, I would *think* you should be able
to vote with 1 or 2 milli-second accuracy (or better)???  Something to
ponder.
