[arm-allstar] Transmit PL on Simple USB

Well you explained it again but I am still not totally understanding.
Different rigs have different PL delays. Some are very quick and others are
not,  allowing a brief period where the noise squelch is there until the PL
responds. Having the PL come from a different source would not change the
delay time. That is determined by the receiving end not the transmit end.
You can't turn off PL before carrier drops. Wouldn't it be easier to change
the frequency or find out why the device emits the birdie? If you can't
change the frequency perhaps shifting the crystal oscillator ever so
slightly in the controller would work.
