Play to you? or play to the other end? It can't play to the other end
unless it plays globally to everyone connected either directly or through
someone else and then only if you used a script to do it. This would not be
a good idea because you do not have any specific control over where it is
heard. You should never play globally unless it is really something you
want to go out everywhere.
The connect message that plays TO you cannot be changed except with
telemdefault which determines if or when it plays. You can change the node
number to a call sign or other text by defining it in
/var/lib/asterisk/sounds/rpt/nodenames as an audio file named node#.gsm or
other acceptable audio type but that's it. (Example 40000.gsm - if that
file was in that directory and node 40000 connected to you or you connected
to node 40000 it would play that file instead of the node number. By
defualt It will still say "Node xxxxx connected to node xxxxx" or it
could play "WA3DSP connected to W3XYZ" if those nodes were defined with
files in that directory.
I wrote at script several years ago to convert node numbers to call letters
and play them instead of node numbers for connections. It works but it is
not always a good idea since many people have multiple nodes using the same
call letters. In that case there would be no distinction and you would have
no confirmation to which node you actually connected.

You can always delete individual files or the complete directory to go back
to using the node number.
The ID plays by how you have idrecording and idtalkover set. The Id can be
a TTS file, CW, or a voice file of a real human.
