[arm-allstar] Local IP Announce

Bryan,

  What he is experiencing is normal behavior.  duplex=0  in rpt.conf stops
telemetry but not always. Here is how voice playback works. It is not
always the way you think it would work!

With duplex= anything but 0

 -  The localplay command plays audio to the local node only. This would
include local iaxrpt and RF connections. It does NOT go beyond the local
node.

- The playback command plays to all the same as locaplay plus ALL connected
nodes anywhere. This is used for global announcements like playnews.

With duplex=0

- The localplay command does NOT play anywhere.

- The playback command plays only locally - in other words like the
localplay command in other duplex modes.

Since the sayip command uses localplay with duplex=0 it would never be
heard.

I am submitting an updated sayip.sh that will be in the next update and
uses playback so it will be heard at boot regardless of the duplex setting
understanding that this command could be turned off in all cases if not
desired in the /usr/local/etc/allstar.env file. This is never turned off in
the virgin image for setup purposes and I recommend leaving it on
especially if you move your node around so that you know what IP it is on
and can access it.

Lets see how this updated script works. The only gotcha is if duplex is not
set to 0 and a node is connected at boot very quickly it could spill over
to that node. This is not likely but could happen.
