[arm-allstar] The Quantar and AllStar

Thanks, Tim. I believe that is what I was looking for. I will go poking
around tonight. Thanks, everyone else, for the ideas. I just want to make
sure that the P25 doesn't cause dead keys on networked repeaters. I will do
