[arm-allstar] Adjusting level of Sound File

Brad,

  The script is change_vol.sh. It accepts an input file name an output file
name and a value less than or greater than 1 - .1 to 1.9. Values less than
1 lower the volume and greater than 1 raise it. Be careful not to put a
file into clipping (distortion) by raising too much.
