[arm-allstar] Trying to troubleshoot a node that can not connect to my node 29883

In trying to figure out why a node (not one of mine) can not connect to me @ 29883 check_reg.sh was ran, and results below.

Node - 29883#4569 at IP address- 71.95.13.254, Port- 4569 is "Registered" at ServerIP- 74.91.126.182 (hvdallas2.hamvoip.org.), Port- 4569
 DNS lookup returns - +OK|radio at 71.95.13.254:4569/29883,71.95.13.254
on the  https://allstarlink.org/nodelist.php page 29883 is not showing green (registered)
however on the http://stats.allstarlink.org/ stats show up.
is this normal or could this be part of the issue?
