[arm-allstar] Node Can't Connect

I have a friend (46029) that cannot connect in to my "hub" (43732) but
seems to be able to connect to others. AST log has many of the following
errors while trying to connect to 43732:

[Nov 16 18:47:48] NOTICE[352] chan_iax2.c: Auto-congesting call due to slow
response [Nov 16 18:47:54] WARNING[360] app_rpt.c: Reconnect Attempt to
43732 in process

Any idea what might be happening?

Notes:
- 43732 has no less than 5 incoming nodes connected at any given time
- All nodes on this "network" are dual registered, including 46029
