[arm-allstar] allstar telephone portal not working on new build

Just set up a new build with current update. The Allstar Telephone 
portal is not working. It works on another node, also with the current 
update.

Checked ;noload=res_crypto.so in modules.conf .... this was a cut and 
paste from the modules.conf file. Watching   the CLI gives no action.

I am port forwarded and it works.

any help appreciated.
