[arm-allstar] correction about flite ---was:AUTOSKY

Yes, we have been through this many times on this forum as this crops up
from time to time. It is NOT legal to directly rebroadcast another services
transmissions like NOAA weather radio but it is OK to convert the text they
transmit to speech and transmit it. Like anything getting carried away and
annoying people is usually what gets you in trouble. That is why a 5 minute
weather forecast on a repeater or busy hub would certainly be frowned on.
AutoSky is nice in that it gives a very brief nag warning that alerts you
that something is up. Users then have a myriad of ways to get further info
from other services.
