[arm-allstar] courtesy tones while node connected

I think you are confusing the courtesy tone you hear when you unkey and the
tone you would hear when a remote link unkeys. The nounkeyct only mutes the
local CT when RF is unkeyed locally. The remote unkeyct still exists. As
far as I know the only way to get rid of it is to turn off telemetry -
duplex=0 in rpt.conf for the node you do not want any audio feedback from.
