[arm-allstar] Connecting to another node

Did you ask the other node you are trying to connect to if anyone else is
able to connect to him? This is more than likely a connection problem at
his end. If others can connect to him then we can look further but I really
think you are going to find out that his port forwarding is the issue and
no one can connect to him. If he can connect to you then you know both ends
have proper routing information. You are just not getting through his
router when you try to connect to him.
