[arm-allstar] Connecting to another node

I looked in a log file and this comes up every time I attempt to connect to
him:

[Mar 30 18:50:39] NOTICE[22976] chan_iax2.c: Auto-congesting call due
to slow response

His node is 47846 if you want to try. It could be something on my end but I
can connect to other nodes.
