[arm-allstar] Hamvoip backup procedures and update

There has been an update this evening to change some of the backup files
and procedures for your hamvoip server. We have removed the image backup
files and we no longer recommend nor support this method of backup.
The original backup.sh, usb-backup.sh and usb-restore.sh scripts have also
been removed and replaced with the file-backup.sh and file-restore.sh
scripts. file-backup.sh will allow you to backup to a compressed tar
archive as a file on the SD card or to a USB stick installed in one of the
PI USB ports. The file-restore.sh script will recover the tar archives from
the USB stick.
Use the standard update procedure - ADMIN menu item 1 to update.
A complete howto has been added to the hamvoip.org web page giving more
details about how to customize the backup.
