Are you sure you put that command into the right node stanza? The default rpt.conf contains a stanza for two local pseudonodes, it's easy enough to bring up the streaming audio in the wrong node stanza and have nothing occur.

As well I'm sure you're aware there is a delay with the audio so it will take a bit before you hear anything that comes across the repeater but that can bite you. At least for me with Windows Media Player it will stop playback or I can click it back in the buffer and be listening to nothing.
