[arm-allstar] URIx Power Down

It's my mobile node in my pickup. Most of the time I use a dummy load. I
started with one of the small mag-mount antennas and it did the same thing.
I don't use rubber ducks. I have experience the RF issue when I first
started. I added a counterpoise wire and that seem to help with any RF when
I did have a rubber duck antenna. I've now removed both.The only time I'm
transmitting from any radio is when I key up my mobile radio and don't get
a beep from the node. Next week I will put the node where I can see it and
see when it happens.
