[arm-allstar] long weather underground ID in weather.sh

The temperature feature option for saytime.pl was not working for the 
weather underground station at our repeater site, although it worked 
fine for another station ID.  I found that the repeater site station ID 
had three numbers after the usual eight letters.  I noticed that on line 
47 of weather.sh the ID code was limited to 10, so I increased it to 11 
and now it works.  Looks like you already did something different in 
wx_condition.sh so it works with longer station ID codes.  Maybe you can 
update weather.sh with something similar.  Thanks for making AllStar on 
the RPi so easy.
